Glass fiber has one substance with phase 2 acute toxicity. It is incomplete and consequently ignored. This leads to no substances, not even the None substances that brings forward the points for best case. Current logic seems to assume worst case...
... as I think about this, the whole "None" thing is an artifact of the computation. It says, If you have no toxic you get full points. If we have three materials and one is unknown, we take the worst of the other two. Unknown is treated as absent. So if we have one material, and it is unknown, then consistency would suggest that unknown => absent => None => full points.
